One’s Sex Is Private and Changeable
One’s Sex Is Private
Taiwan Alliance to Promote Civil Partnership Rights (TAPCPR) has claimed that one’s sex is a piece of private information which the nation should have no right to collect.

Sex Differences Do Not Exist
TAPCPR has deemed that sex differences do not and suppose not to exist; therefore, spaces and sports should not be divided by sexes. We can see this view from its
and its’ supporters’ comments.

One’s Sex Is Changeable
Furthermore, from its training plan for seed teachers and website for transgender equality, we have noticed that for TAPCPR, one’s sex may change due to endocrine disorders, menopause, HRT, SRS, and so on. With this statement, TAPCPR has implied that trans people can change their sexes; further, it has suggested that a man/ woman is not a male/ female if he or she has an endocrine disorder, enter the menopause or, does not have a sexual organ (e. g. the women who do not have wombs or are infertile).
TAPCPR has deemed that one’s sex is changeable.

Medical Workers Need Not to Know Their Patients’ Sexes
In its Open Chat on Line, “Gender Diversity in Taoyuan”, the general secretary of TAPCPR, Zhi-Jie Jian, said that one’s sex is their privacy; therefore, most first-line and second-line medical workers need not to know their patients’ sexes.

Taiwan’s Gender Recognition Act (GRA)
The Aim is Self-ID
TAPCPR’s final goal is gender self-ID. Namely, one can change the sex marker on his or her ID card by “self-identification”. Its current goal is to remove SRS from the proves for changing one’s ID card. It also has suggested that two medical diagnoses of gender dysphoria are a good proof to one’s steady gender identity. In other words, it has never tended to offer any supplement to Taiwan’s Gender Recognition Act.
TAPCPR has deemed that submitting an affidavit of self-identification is the most reliable method to change one’s sex marker on the ID card.

The requirement for two diagnoses of gender dysphoria is unreasonable but is rather easy to fulfill for many trans. The reform that removing this requirement from laws can be discussed in the future.

In Xiao E’s lawsuit, the judges did not say the key is the two physicians’ diagnoses. Rather, they deemed Xiao E’s “female gender identity” became steady through her descriptions, medical reports, and real-life photos.

Conceal the Real Condition Happening Globally
TAPCPR has claimed that the trans woman criminals are not “true trans” or belong to the random cases. It also has criticized that women’s fear is irrational and boundless; thus, it should not be dealt by laws.

However, it published an article about a trans man who preferred male prisons on its fan page—in order to cover the dangers which would be brought by trans women in female prisons.
The routine of female prisons is to check whether female criminals hide drugs and weapons in their vaginas. However, TAPCPR distorted this fact as a penis check against the trans man criminal.

Gender Discrimination
Lobby for the Equality Act
In the draft of the Equality Act, TAPCPR has added one’s gender identity. It has claimed that “the people who already change or seek to change their sexes could suffer from gender discrimination” hence “any rejection to their access to products, service, and facilities” is a type of gender discrimination.

Refuse to date with Trans People is Discriminatory
TAPCPR has implied that refusing to date with trans people is discriminatory. Also, it has suggested that cis-gender people should “challenge their own prejudices and befriend with trans people”.
Gender-Identity-Based Restrooms
In its training plan for seed teachers, TAPCPR tried to obfuscate the ideas of home restrooms, family restrooms, racial separation, and Yong-Zhi Ye Incident with public restrooms divided by sexes. It tried to make a conclusion that “sex-based restrooms are nonsense” in order to promote the idea of “gender-identity-based restrooms”.
For more details, see the training plan.

Other Cases of Gender Discrimination
For other cases of gender discrimination, TAPCPR gave several examples such as the trans woman who was arranged to live in a gender-friendly dormitory instead of the female one, the trans woman’s requirement for using the female restroom was rejected by the company and so on and so forth. Regarding Trans Women as Biological Women in CEDAW
In the UN’s “The Convention on the Elimination of all Forms of Discrimination Against Women (CEDAW)”, the definition that “the elimination of discrimination against women” is the differentiation, exclusion, and limitation which are based on sex. However, Taiwan Alliance to Promote Civil Partnership Rights (TAPCPR) regarded trans women as biological women in its shadow report to Taiwan’s government.

For Ms. Yang’s lawsuit, Taiwan Alliance to Promote Civil Partnership Rights (TAPCPR) has emphasized that Ms. Yang is a woman—despite the fact that she neither receives sex reassignment surgery nor changes her ID card. Further, it has accused Taiwan’s media that their misgendering of Ms. Yang as “Mr. Yang” is an implication suggesting to reinforce the public’s wrong impression that “the person is a male”. In its conclusion, those pieces of news would make it harder for Ms. Yang to win the public’s approval for her need for using the company’s female restroom.

Threatening to Sue the Attendant
On 16 Oct. 2021, TAPCPR has held an open conference about Xiao E and Taiwan’s GRA. Some people complained that they did not get the notification after sending out the application even though TAPCPR’s general secretary (Zhi-Jie Jian) explained that every application was granted. When one of the attendants shared the recording, TAPCPR restated it as a private conference. On its Facebook fan page, its general secretary (Zhi-Jie Jian) and lawyer (Xiu-Wen Xu) threatened to sue that attendant unless the recording was removed from the internet.

Use of Puberty Blockers
The psychiatrist, Zhi-Yun Xu, has been collaborating with Taiwan Alliance to Promote Civil Partnership Rights (TAPCPR) for a long time. (Xu is an attending physician of MOHW’s Kinmen Hospital and adjunct attending physician of NTU Hospital’s Department of Psychiatry. He is an ex-Dean of TTHA.) Xu admitted that he gave puberty blockers to a 5th grade student who had gender dysphoria.

Surrogate Mothers for Trans Women
In 2019, TAPCPR executed a program with Men Having Babies. The program, GPAP, offered some allowance to the gay men or trans women who would like to find surrogate mothers in other nations.

Intersex, Transgender and Transsexual People Care Association (ISTS Care)
ISTS Care has been in a long-term collaboration with TAPCPR. Its director, Yi-Ting Wu, not only supported self-ID but also insisted that all restrooms should be modified as “unisex restrooms”. Besides, she has threatened to sue the people who suspected trans women as male predators and tried to expel them from female restrooms.

ISTS Care held the same opinion as TAPCPR did. It has deemed that one’s sex is private and rejected the idea of putting transgender markers on ID cards. It also has deemed that the sex markers on ID cards should be decided by individuals. In 2015, Executive Yuan’s Ministry of the Interior planned to draft the Gender Recognition Act with supplements after gaining the public’s approval. However, ISTS Care opposed to this arrangement and insisted that human rights should not be decided by votes.

Awakening Foundation supported self-ID. It suggested that changing the sex on one’s ID card should not require for any proof or evidence. It has said that only if the person asks for help, psychiatry will be the first option.
